In accordance with the passage of HB1456 (2024), the Division of Medicaid has officially published the new rate increases for Personal Care Services, Nursing Services and Children’s DD services. It’s important to note these rates go into effect July 1, 2024 for Medicaid Fee for Services rates, and September 1, 2024 for Medicaid Managed Care Plans (MMCP and Dual-Eligible through Molina and Blue Cross of Idaho).

It’s important to note that HB1456, which enacted the rates through appropriation this past legislative session, also included language regarding the use of the increases for providers. Specifically, the Division of Medicaid is required to publish a report to the Legislative Services Office (LSO) by December 1, 2024, showing how these funds were used by providers to “increase frontline and direct-care compensation” and demonstrate “compensation changes,” as well as other reporting in connection to operating expenses. Providers billing these codes should expect to be prepared to provide this data to the Division of Medicaid later this fall in preparation for the December 1, 2024 reporting deadline.
